Chapter 6. Democracy

NCERT Textbook Solutions

Question 1. Read the passage and answer the questions that follow:

A school cabinet was responsible for planning a Republic Day celebration. Members had different opinions about the activities to be included. After discussion, they decided to vote, and the activities supported by the majority were selected.

(a) Which democratic values are reflected in this situation?

Answer: The situation reflects several democratic values:

  • Participation – members participated in decision-making.
  • Discussion – different opinions were considered.
  • Equality – members had an opportunity to express their views.
  • Voting – the final decision was made through voting.
  • Respect for diverse opinions – different views were considered before taking the decision.
  • Majority rule – the activities supported by the majority were selected.

(b) How does voting help resolve differences of opinion?

Answer: Voting provides a peaceful and organised way of resolving differences. When people have different opinions, each person can express their preference through a vote. The option receiving the required majority can then be selected. In this way, voting helps the group reach a decision without forcing one person's opinion on everyone.

(c) Why is the majority decision important in a democracy?

Answer: In a democracy, people have different opinions and preferences. A majority decision provides a method for reaching a common decision while allowing people to participate. However, the majority decision should also respect the rights and legitimate interests of those who are in the minority.

(d) Mention responsibilities of elected representatives after a decision is made.

Answer: After a decision is made, elected representatives should:

  • Implement the decision responsibly.
  • Respect the rights and views of all members.
  • Remain accountable to the people they represent.
  • Work for the welfare of the community.
  • Follow the applicable rules and democratic procedures.

Question 2. How would democracy be affected if citizens stopped following laws and civic responsibilities? Explain with an example.

Answer: Democracy requires not only democratic institutions but also responsible citizens. If citizens stop following laws and civic responsibilities, the functioning of democratic society can be weakened.

For example, damaging public property causes loss of public resources and can affect services meant for everyone. Similarly, spreading misinformation can create confusion and influence people's opinions without reliable evidence.

Citizens are therefore expected to respect laws, protect public property, use social media responsibly, respect the rights of others and participate constructively in community life. The chapter explains that democracy is reflected in everyday behaviour and civic responsibility, not only in elections.

Question 3. Which situation best reflects the idea of popular sovereignty and why?

Options:

a. A law is passed without public discussion

b. Citizens vote to choose their representatives

c. A court gives a final judgment

d. A minister takes an independent decision

Answer: (b) Citizens vote to choose their representatives.

Explanation: Popular sovereignty means that the ultimate source of political authority lies with the people. When citizens vote to choose their representatives, they directly participate in selecting the people who will exercise governmental authority on their behalf.

Question 4. The Rule of Law is violated when:

Options:

a. Laws are applied equally to all

b. Courts review government actions

c. Powerful individuals are treated above the law

d. Citizens challenge laws through legal means

Answer: (c) Powerful individuals are treated above the law.

Explanation: The Rule of Law means that everyone is subject to the law and no individual is above it. If powerful individuals receive special treatment and are not subject to the same laws as others, the principle of equality before law is violated.

Question 5. Why is the Rule of Law essential for protecting democracy?

Answer: The Rule of Law is essential because democracy requires that governmental power be exercised according to established laws and constitutional principles.

It ensures that:

  • Everyone is subject to the same law.
  • No individual is above the law.
  • Government actions can be examined through legal procedures.
  • Citizens can seek justice through courts.
  • Arbitrary exercise of power can be challenged.

Therefore, the Rule of Law protects equality, rights and accountability, which are essential to democratic government.

Question 6. Is voting alone enough to make a country democratic? Support your answer with examples from the chapter.

Answer: No. Voting is an important part of democracy, but democracy is not limited to elections.

A democratic system also requires:

  • Rule of Law
  • Fundamental Rights
  • Accountability
  • Transparency
  • Participation
  • Separation of powers
  • Protection of diverse opinions
  • Responsible citizenship

For example, citizens can participate through Gram Sabhas, local bodies, public consultations and community organisations. The Right to Information Act, 2005 also allows citizens to seek information from government authorities, strengthening transparency and accountability.

The chapter's discussion of the Emergency of 1975–77 also shows the importance of constitutional safeguards and civil liberties in addition to elections.

Question 7. Social media allows people to express opinions freely.

(a) How can this strengthen democracy?

Answer: Social media can strengthen democracy by giving people opportunities to express their views, discuss public issues and share information. It can help citizens communicate with one another and bring public concerns into wider discussion.

It can also provide opportunities for community organisations and citizens to participate in public discussions beyond formal government institutions.

(b) How can it weaken democracy if used irresponsibly?

Answer: Irresponsible use of social media can spread misinformation or fake news. Such information can create confusion, influence public opinion without reliable evidence and sometimes contribute to conflict.

Therefore, citizens should verify information before accepting or sharing it and should use digital platforms responsibly.

Question 8. Write a paragraph on what democracy means to you as a young citizen.

Answer: Democracy means a system in which people participate in shaping the society and government in which they live. As a young citizen, I understand democracy as more than simply voting in elections. It includes respecting the rights of others, following laws, expressing opinions responsibly, listening to different viewpoints and participating in school and community activities. I can contribute to democracy by staying informed, using social media responsibly, respecting public property and taking part in activities that promote cooperation and social responsibility.

Question 9. Conduct a model Parliament session or Gram Sabha in class on local issues—cleanliness, responsibilities towards public property, or school safety.

Answer:

Sample Model Gram Sabha: Cleanliness in the School and Community

Issue: Maintaining cleanliness and preventing littering.

Step 1 – Discussion: Students discuss problems such as littering, improper disposal of waste and lack of awareness.

Step 2 – Different Opinions: Students suggest solutions such as placing waste bins, organising cleanliness drives and creating awareness.

Step 3 – Proposal: A proposal is made to conduct a weekly cleanliness activity and place separate bins for different types of waste.

Step 4 – Voting: Students vote on the proposed measures.

Step 5 – Decision: The proposal supported by the majority is adopted.

Step 6 – Responsibility: Students and representatives are assigned responsibilities for implementation and reporting progress.

This activity demonstrates participation, discussion, voting, majority decision-making, responsibility and accountability.

Question 10. Choose any one democratic institution in India, such as Parliament, Election Commission, Judiciary or Panchayat. Prepare a short note explaining its role in democracy and how it ensures accountability and participation.

Answer: Election Commission of India

Role in democracy: The Election Commission of India is an important institution associated with the electoral process. Elections provide citizens with an opportunity to participate in choosing their representatives.

Participation: Through elections, citizens exercise their right to vote and participate in the selection of representatives.

Accountability: Elections provide a mechanism through which elected governments remain answerable to citizens. Citizens can evaluate the performance of representatives and participate in subsequent elections.

Thus, the electoral process forms an important part of popular sovereignty and representative democracy.

Question 11. What role does the Constitution play in strengthening democracy in India?

Answer: The Constitution provides the basic framework for India's democratic system. It establishes institutions and rules through which government functions and citizens participate in public affairs.

The Constitution provides for:

  • Popular sovereignty
  • Universal Adult Franchise
  • Fundamental Rights
  • Fundamental Duties
  • Rule of Law
  • Separation of Powers
  • Federal distribution of powers
  • Democratic institutions at different levels of government

It also provides constitutional safeguards for citizens and establishes procedures through which the Constitution can be amended when necessary.

Therefore, the Constitution provides the institutional and legal framework within which Indian democracy operates.

Question 12. What challenges do you think democracy in India faces today?

Answer: The chapter identifies several challenges to democratic practices in India. These include:

  • Illiteracy
  • Misinformation and fake news
  • Inequality
  • Poverty
  • Regionalism
  • Gender inequality
  • Social discrimination
  • Gaps in the effective implementation of laws and policies
  • Indifference towards public issues

Misinformation through social media and other digital platforms can create confusion and influence public opinion. Social and economic inequalities can also create barriers to equal participation.

Democracy therefore requires continuous attention from both institutions and citizens. Responsible participation, accurate information, respect for laws, protection of rights and active civic engagement are important for maintaining democratic practices.
