Chapter 1. Development

Topic: Income and Comparison of Development

Chapter 1. Development

Income is one of the important indicators of development, but it cannot alone measure the overall progress of a country. To compare the development of different countries, economists use average income (Per Capita Income). Along with income, health, education, and public facilities are also considered essential for measuring development.

Part 2 – Income and Comparison of Development

This section explains the importance of income, average income (Per Capita Income), comparison of countries, and the limitations of using income as the only measure of development.

Income as an Indicator of Development

Income helps people satisfy their needs by purchasing goods and services. However, higher income alone does not guarantee a better quality of life.

  • Income enables people to buy food, clothing, and shelter.
  • Higher income generally improves the standard of living.
  • People with similar incomes may have different living conditions.
  • Income should be considered along with health and education.
  • Development includes both material and non-material aspects.

Average Income (Per Capita Income)

Countries have different populations, so total income alone cannot be used for comparison. Economists use Per Capita Income to compare the average income of people.

  • Per Capita Income is also known as Average Income.
  • It is calculated by dividing the total income of a country by its total population.
  • It helps compare the economic condition of different countries.
  • The World Bank uses Per Capita Income to classify countries.
  • Countries with higher Per Capita Income are generally considered more economically developed.

Why is Average Income Used?

Average income provides a fair basis for comparing countries with different population sizes.

  • Total income alone can give misleading results.
  • Countries with large populations may have high total income but low average income.
  • Average income shows the income available per person.
  • It is widely accepted as an economic indicator.
  • It helps compare states and countries objectively.

Limitations of Per Capita Income

Per Capita Income does not give complete information about the overall development of a country.

  • It does not show how income is distributed among people.
  • It ignores inequalities between rich and poor.
  • It does not measure health facilities.
  • It does not indicate the quality of education.
  • It cannot measure environmental quality or social well-being.

Comparison of Countries

Development cannot be judged only by income. Other social indicators are also important.

  • Countries with similar incomes may differ in literacy and healthcare.
  • Life expectancy reflects the health condition of people.
  • Infant Mortality Rate (IMR) indicates the quality of healthcare.
  • Literacy Rate reflects educational development.
  • Public facilities improve the overall quality of life.

Role of the World Bank

The World Bank classifies countries based on their Per Capita Income.

  • It publishes annual income classifications.
  • It compares countries using internationally accepted standards.
  • Its reports help governments formulate development policies.
  • Income classification is useful for economic comparison.
  • However, income alone is not a complete measure of development.

Key Learning

Economic development should be measured by considering both income and human well-being.

  • Higher income is desirable but not sufficient.
  • Equal opportunities improve development.
  • Good healthcare increases life expectancy.
  • Quality education promotes human development.
  • Balanced development ensures better living conditions.

CBSE Exam Points

  • Per Capita Income = Total Income ÷ Total Population.
  • Average income is used to compare countries.
  • Per Capita Income cannot measure income inequality.
  • Development should include health, education, and equality.
  • Income is an important indicator but not the only measure of development.
