Chapter 7. Paths to Modernisation
This section explains the background of China and Japan before modernisation, the arrival of Western powers, the Tokugawa system in Japan, and the beginning of reforms that transformed East Asia.
1. Meaning of Modernisation
- Definition – Modernisation refers to the process through which a country adopts political, economic, social and technological reforms to become more developed.
- Main Objectives – It aims to improve education, industry, transport, administration and the standard of living.
- Need for Modernisation – During the nineteenth century, many Asian countries realised that they had to modernise to protect themselves from Western imperialism.
- Different Approaches – Japan modernised rapidly through planned reforms, whereas China experienced revolutions and political struggles before modernising.
2. East Asia before Modernisation
- Major Countries – China and Japan were the two most important civilisations of East Asia.
- Rich Cultural Heritage – Both countries had advanced systems of education, administration and culture.
- Agricultural Economy – Agriculture remained the main occupation of the majority of the population.
- Limited Foreign Contact – Both countries maintained strict control over foreign trade for many years.
- Political Stability – Strong governments helped maintain peace and order before the arrival of Western powers.
3. China before Modernisation
- Qing Dynasty – China was ruled by the Qing (Manchu) Dynasty during the nineteenth century.
- Large Empire – China possessed a vast territory, rich natural resources and a large population.
- Confucian Administration – Government officials were selected through competitive examinations based on Confucian teachings.
- Self-Sufficient Economy – China depended mainly on agriculture and handicraft industries.
- Growing Challenges – Population growth, corruption and foreign pressure gradually weakened the empire.
4. Japan before Modernisation
- Tokugawa Rule – Japan was governed by the Tokugawa Shogunate from 1603 to 1867.
- Role of the Emperor – The Emperor remained the symbolic ruler, while actual political power was exercised by the Shogun.
- Feudal Society – Japanese society was organised into Samurai, Daimyo, peasants, artisans and merchants.
- Political Order – Strict laws helped maintain peace and stability for more than two centuries.
- Controlled Foreign Relations – Japan followed a policy of limited contact with foreign countries.
5. The Tokugawa Political System
- Shogun – The highest military ruler who controlled the administration of Japan.
- Daimyo – Powerful feudal lords who governed different provinces under the authority of the Shogun.
- Samurai – Professional warriors responsible for protecting the Daimyo and maintaining law and order.
- Central Control – The Tokugawa government kept strict control over regional rulers to prevent rebellions.
- Peace and Stability – This system ensured internal peace and encouraged economic growth.
6. Social Structure of Tokugawa Japan
- Samurai – Highest respected warrior class serving the Shogun and Daimyo.
- Peasants – Farmers who produced food and paid taxes.
- Artisans – Skilled workers engaged in handicrafts and manufacturing.
- Merchants – Traders who became economically prosperous despite having lower social status.

7. Arrival of Western Powers

- Arrival of Matthew Perry – In 1853, Commodore Matthew Perry reached Japan with American warships and demanded the opening of Japanese ports.

8. Beginning of the Meiji Restoration
- End of Tokugawa Rule – Growing dissatisfaction led to the fall of the Tokugawa Shogunate.
