राज्यों का पुनर्गठन
राज्यों के पुनर्गठन की समस्या : भारतीय प्रान्तों की आतंरिक सीमाओं को तय करने की चुनौती महज एक प्रशासनिक विभाजन का मामला नहीं था अपितु देश की भाषाई और सांस्कृतिक बहुलता की झलक मिले साथ ही राष्ट्रिय एकता भी खंडित न हो |
(i) हमारे नेताओं को चिंता हुई कि अगर भाषा के आधार पर प्रान्त बनाए गए तो इससे अव्यवस्था फ़ैल सकती है तथा देश के टूटने का खतरा पैदा हो सकता है |
(ii) भाषावार राज्यों के गठन से दूसरी सामाजिक-आर्थिक चुनौतियों से ध्यान भटक सकता है जबकि देश इन चुनौतियों के चपेट में है |
(iii) राज्यों में भाषाई आधार पर अलग प्रान्त की माँग पर आन्दोलन शुरू कर दिया ! विशाल आन्ध्र आन्दोलन ने माँग की कि मद्रास प्रान्त के तेलगू भाषी इलाकों को अलग करके एक नया राज्य आन्ध्र प्रदेश बनाया जाए | तेलगू भाषी क्षेत्र लगभग साडी राजनितिक शक्तियाँ मद्रास प्रान्त के भाषाई पुनर्गठन के पक्ष में थे |
(iv) देश में बड़ी अव्यवस्था फैली और आंध्र प्रदेश में जगह-जगह हिंसक घटनाएँ हुई | लोग बड़ी संख्या में सडकों पर निकल आए | मद्रास में अनेक विधायकों ने इस्तीफा दे दिया | 1952 के दिसंबर में प्रधानमंत्री ने आन्ध्र प्रदेश नाम से अलग राज्य बनाने की घोषणा की |
राज्य पुनर्गठन आयोग और उसका कार्य : केंद्र सरकार ने 1953 में राज्य पुनर्गठन आयोग बनाया |
कार्य :
इस आयोग का कार्य राज्यों का सीमांकन के मामले पर गौर करना था | इससे अपनी रिपोर्ट में स्वीकार किया कि राज्यों की सीमाओं का निर्धारण वहां बोली जाने वाली भाषा के आधार पर होना चाहिए | इस आयोग के रिपोर्ट के आधार पर 1956 में राज्य पुनर्गठन अधिनियम पास हुआ | इस अधिनियम के आधार पर 14 राज्य और 6 केंद्र शासित प्रदेश बनाए गए |
